    The Japanese guy is Tōru Iwatani - a Namco employee who developed Pac-Man

    The funny tie guy is Billy Mitchell - the first perfect scorer in pac man

  3. The answer is indeed Pac-Man.
    First picture is of Tōru Iwatani, who designed the game. The other person is Billy Mitchell, the first person to achieve the maximum possible score (3,333,360 points).
    The first logo is of Bandai Namco Group, which owns Namco, who developed the game.
    The second logo is of Midway Games who were licensed to distribute in the US.
    The last picture is of Urban Pac-Man, which is a real life version of the game. This is played in 2 places, New York (Pac-Manhattan) and Lyon (PacMan@Lyon). In this game, people dress up as Pac-Man figures and recreate the game along the streets of the city.
    The game is played with ten people: "Pac-Man" and his "controller" (who keeps contact with him via cell phone and keeps track of how much of the city he has covered), and the four ghosts and their controllers. Pac-Man and the Ghosts play out the game on the streets of the city while their respective controllers give them information and strategy advice via cell-phone from the control room.
