The answer to this question is the date when it was posted i.e. 20th May.
All the events, namely, first publication of Shakespeare's sonnets (year 1609), first image transmittal by Hubble Space Telescope (year 1990) and first Miss Universe title won by an Indian (Sushmita Sen in 1994) happened on 20th May.
The label - "This time (meaning the present date), like all times (meaning like all the historical events), is a very good one if we but know what to do with it" - was the biggest clue.
It was more of a brain-teaser than a quiz question. Nevertheless, keep the quizzer alive!
